South Norfolk and Broadland District Councils are set to transform the way they deliver services to their communities with the GOSS Digital Platform, enabling the two authorities to work together seamlessly through a single, integrated solution.
Joining the GOSS client community towards the end of 2025, the councils will use the GOSS Digital Platform to deliver on their vision of providing exceptional, customer-focused services while streamlining operations across both districts. This marks an exciting milestone in their transformation journey, as the councils embrace new opportunities to meet growing demand, exceed customer expectations, and drive budget optimisation.
South Norfolk and Broadland operate under a distinctive joint arrangement, sharing a single officer and leadership team, while decision-making is retained through separate, council-specific cabinets. By adopting the GOSS Digital Platform, South Norfolk and Broadland District Councils now join Norfolk County Council, Breckland Council, and Great Yarmouth Borough Council as part of a growing community of organisations using the GOSS Platform in the Norfolk area. Together, South Norfolk and Broadland serve around 274,000 residents across their combined district. Their strategic plan sets a clear goal - to make their communities a thriving, welcoming place to live, work, and visit, for now and in the future, by putting customers at the heart of decision-making.
Facing the combined challenges of the COVID pandemic, the cost-of-living crisis, and the need to maintain balanced budgets while keeping council tax rates low, the councils appointed Socitm Advisory as a transformation partner. This led to a detailed discovery exercise across key service areas, shaping the requirements for a modern, scalable solution that could meet the needs of two councils working as one.
Following a competitive procurement process, GOSS was selected to deliver this unified solution through the GOSS Digital Platform. By consolidating services into one integrated system, the councils will be able to improve efficiency, provide a consistent customer experience, and establish strong foundations for ongoing transformation.
