This is caused by the gateway tasks stopping and starting every 15 seconds, which results in the scheduler.xml file being rewritten each time.
The issue can be resolved by either deleting or restoring the file from backup. As the file contains schedule information for housekeeping tasks / subscriptions / mailtoweb etc it should ideally be restored. The file can usually be found in x:\iCM9\tomcat\webapps\ROOT\WEB-INF\railo\scheduler (where x: is the drive letter).
This has been fixed in 9.1.0.1
